Ai Safety Regulations

US President Joe Biden signs first-ever executive order (EO) on AI safety to ensure that America leads the way in seizing the promise and managing the potential risks of artificial intelligence (AI).

The EO directs following actions:

  1. New Standards in Safety & Security
  2. Protect Americans’ privacy.
  3. Advance equity & civil rights
  4. Stand up for consumers & workers
  5. Promotes innovation & competitiveness
  6. Advance American leadership around the world

With this regulation it is required for the developers of the AI systems to share their testing results & other critical information with the US Government.

Here is the quick summary of regulations.

New Standards in Safety & Security

  • This means technology companies will need to involve US government while training AI foundation models that pose a serious risk to national security, national economic security or national public health and safety.
  • The National Institute of Standards and Technology (https://www.nist.gov/) will define standards for testing AI Models to ensure safety before public release.
  • The department of Homeland Security & Department of Energy will apply these standards to their critical infrastructure.
  • Agencies that fund life-science projects will establish new standards for biological synthesis screening to protect against the risk of using AI to engineer dangerous biological materials.
  • Department of Commerce will develop guidelines for content authentication & watermarking AI generated content. This authentication process protect Americans from AI enabled fraud & deception & also establish best practices for detecting AI generated content and authenticating official content.
  • AI’s potential to be used in building cyber capabilities to make software’s & networks more secure.
  • US Military & intelligence Community to use AI safety, ethically and effectively.

Protecting Americans’ Privacy

  • Protect & preserving Americans privacy, especially kids information to be not used for training AI Models.
  • US Government will evaluate how agencies collect personal information & use it commercially.
  • US Government will develop guidelines to evaluate effectiveness of privacy preserving techniques.

Advancing Equity & Civil Rights

  • US Government has already released Blueprint for an AI Bill of rights (https://www.whitehouse.gov/ostp/ai-bill-of-rights/)
  • AI development has to focus on advancing equity & civil rights for American people. For example, Algorithmic discrimination in federal benefits, federal contractors, landlords etc..

Stand up for consumers & workers

  • Advance responsible use of AI in healthcare, department of health and human services will establish a safety program.
  • AI potential to transform education by creating educational tools such as personalized tutoring in schools.
  • AI poses a potential threat to increased surveillance, bias & job displacement, to mitigate these risks US government directs organizations to develop principles, best practices to mitigate these risks & maximize the benefits of AI for workers.
  • US Government will produce a report on impact of AI on labour market to study & find ways to support for workers facing labor disruptions.

Promotes innovation & competitiveness

  • America continue to lead the way innovation and competition in AI Technology
  • National AI resource a tool that will provide AI researchers expanded grants for research in vital areas like healthcare and climate change.
  • Help small businesses and entrepreneurs by providing them access to technical assistance & resources.
  • Allow immigrants & non-immigrants with AI expertise in critical areas to study, stay and work in United states.

Advance American leadership around the world

  • State department to establish a robust international framework for harnessing AI’s benefits and managing its risks & ensuring safety.
  • Collaborate to develop AI development & implementation standards with international partners & in standards organizations to ensure technology is safe, secure, trustworthy and interoperable.
